An overview image for a major multi-million-pound regeneration scheme for the future of Colchester’s St Botolph’s Circus has been released, showcasing the new vision after more than 2,000 local people had their say and helped shape the future of the city for decades to come.
The public are encouraged to familiarise themselves with the plans in anticipation of an upcoming public information event. The event, scheduled for Wednesday, 29th November, from 2pm to 7pm, at the One Colchester Community Hub on 4-6 Long Wyre Street, Colchester CO1 1LH, will provide an opportunity for residents, businesses, and commuters to ask questions and gain a deeper understanding of the Masterplan and the remodelling of St Botolph's Circus.
Cllr David King, the Leader of Colchester City Council, extended a warm invitation to the public to stay involved in shaping the future of Colchester. He said: “We have already had some great feedback on the St Botolph's Circus proposals. It is a vital gateway into our city. I encourage everyone who can to attend the latest consultation event, ask questions, explore the latest proposals and keep an eye open for more opportunities as we improve our city, together.”
The initial summer proposal received widespread support for its plans to modernise the area and create a better balance between pedestrians, cyclists, and motorists. It outlined the removal of outdated underpasses and how it will reclaim road space to establish a vibrant public space.
However, concerns were raised regarding the proposed crossroad design, including potential congestion, traffic movement, and construction duration. In response to these concerns, the councils have revisited the plans and made significant adjustments.
The revised design maintains a smaller roundabout, which will improve traffic flow over the original consulted option while enabling the regeneration of the area. It will also enhance walking and cycling links and prioritise accessibility improvements.
Reflecting on the scheme, Cllr Kevin Bentley, Leader of Essex County Council, said: “As Team Colchester, it brings me immense joy to witness the remarkable collaboration that has gone into this extraordinary project. The redevelopment of St Botolph's Circus will revolutionise connectivity for pedestrians, cyclists, and drivers, allowing them to seamlessly coexist. By reclaiming road space, people can now relax and enjoy exciting new businesses and pop-up retail experiences. This remarkable scheme meets the needs of our community today and for the decades to come.”
The St Botolph’s Circus redevelopment marks the beginning of wider regeneration plans for the area, including laying the foundations for a future bus interchange and a new heritage walking route from St Botolph’s Circus, through St Botolph’s Priory, to Colchester Castle, encouraging visitors to explore the city's rich history and awe-inspiring past. This redevelopment will make better use of the existing bus and train station links as part of the wider city centre regeneration.
The funding for these projects includes £19.6 million from Levelling Up and £2.5m from Section 106, as well as £19.2 million from the Town Deal. Together, the funding will contribute to regenerating Saint Nicholas Square, Balkerne Gate, improve cycling infrastructure, create a new digital hub on the site of the old bus garage, bring heritage assets back into public use, and much more for Colchester’s city centre.
