Colchester City Council refreshes delivery plan to stay focused on priorities

Colchester City Council will review and update its Strategic Plan Delivery Plan (SPDP) at the Cabinet meeting on 22 October 2025, reaffirming its commitment to building a city that’s Fit for the Future.

The SPDP outlines the key actions that support the Council’s six strategic outcomes, including tackling the climate emergency, delivering homes for those most in need, improving health and wellbeing, growing the economy, modernising services, and celebrating Colchester’s heritage and culture.

This annual refresh helps ensure the Council acknowledge progress made as it continues to focus on what matters most and prepares for Local Government Reorganisation (LGR). Since the last update in October 2024, the Council has delivered several important projects, including:
  • A new Housing Revenue Account business plan to guide future investment in council housing.
  • A refreshed Visit Colchester website to boost tourism and promote the city.
  • A new Corporate Landlord model and Estates Strategy to modernise how council buildings are managed.
The refreshed plan introduces several new priorities, including:
  • Tackling fly-tipping with extra staff to improve enforcement and keep neighbourhoods clean.
  • Installing new compactor bins to reduce overflowing waste and improve efficiency.
  • Expanding Beyond the Box, a scheme that uses empty private student accommodation to house people who are homeless.
  • Supporting low-income tenants through funding for a Decorating Hub.
  • Refurbishing playparks across Colchester to improve community spaces.
  • Launching a Community Empowerment Fund to support local groups and prepare for LGR.
  • Improving city centre signage in partnership with local organisations to help visitors navigate the city.
